Top 5 scams identified by the FBI

According to www.tampabay.com special agent Dave Couvertier, a spokesman for the FBI Tampa Field Division, said there are "literally thousands" of scams making their way through cyberspace.

"Some old. Some that have evolved or been retooled," Couvertier said. "People have to understand that scams nowadays are nothing more than tricks that are devised to steal money from individuals or companies, which result in a profit for the scam artist."

Here's the latest Top 5 scams identified by the FBI:

• Extortion scam targeting ethnic business owners.

Minority business owners receive a phone call involving threats if the owner doesn't meet the scammer's financial demands. Often times, Couvertier said, the business owner is threatened with a violation or hefty fine that the caller claims to be able to eliminate for a fee. Threats can also come via e-mail. Most of the calls involving this scam appear to originate from foreign countries, Couvertier said.

• Fraudulent U.S. Customs and Border Protection e-mail.

This scam alleges that border patrol agents have stopped a diplomat carrying a consignment for the e-mail recipient, which contains millions of dollars. Couvertier said it's a phishing attempt to get a reply from the recipient and obtain personal information.

• Fraudulent Oprah Winfrey Show e-mail.

This e-mail tells recipients they've been nominated for "Oprah's Millionaire Contest Show." It requests that basic information be sent through mail to the show, but no mailing address is provided. Without thinking, people who fall for this scam reply to the message with their personal data, Couvertier said. A second e-mail is then sent verifying the individual is a contestant and must now complete a contest form filled with personal questions.

• Internet vehicle sales scam.

Ads for this scam are typically found on classified advertising sites for vehicles. They alert consumers to a third-party vehicle protection program for purchasing a vehicle. It requests partial or full payment, but no car is ever delivered.

• Work from home scam.

The unemployed are the most vulnerable targets here, Couvertier said. The scheme offers to hire people to process payments, transfer funds or reship products. Victims receive and cash fraudulent checks, which are eventually flagged by that person's bank. The employee has good faith in the scammer and turns over personal information so he can be paid. Once the scammer is done, the victim's identity has been stolen and he or she is left to face consequences of fraudulent bank transactions.

The FBI recommends that consumers educate themselves about an offer before turning over personal information, clicking on links in e-mails from unknown recipients or downloading attachments.

Terminally ill patients with less than six months to live will soon be able to ask their doctors to prescribe them lethal medication in Washington state, USA Toiday reports.

But even though the "Death with Dignity" law takes effect Thursday, people who might seek the life-ending prescriptions could find their doctors conflicted or not willing to write them.
"There are a lot of doctors, who in principle, would approve or don't mind this, but for a lot of social or professional reasons, they don't want to be involved," Tom Preston, a retired cardiologist and board member of Compassion & Choices said.

But Preston said discussions about end-of-life issues between doctor and patient will increase because of the new law, and he thinks that as time goes on more and more doctors who don't have a religious or philosophical opposition will be open to participating.

"It will be a cultural shift," he said.

The U.S. Supreme Court ruled in 2006 that it was up to states to regulate medical practice, including assisted suicide, and Washington's Initiative 1000 was passed by nearly 60% of state voters in November.

It became the second state, behind Oregon, to have a voter-approved measure allowing assisted suicide.

Texan billionaire Sir Allen Stanford has surrendered to the US authorities after a warrant was issued for his arrest on criminal charges - BBC reports. Stanford, 58, was charged by the U.S. Securities and Exchange Commission (SEC) on Februar 2009 with fraudulently selling $8 billion in certificates of deposit with improbably high interest rates from his Stanford International Bank Ltd (SIB), headquartered in Antigua.

SEC spokesman Kevin Callahan said that Stanford and his two co-defendants, James Davis, SIB's chief financial officer, and Laura Pendergest-Holt, chief investment officer of a Stanford affiliate, had surrendered their passports in keeping with a judge's order.

Now the billionaire financer has refused to talk to US regulators investigating his alleged fraud, and court documents show that Sir Allen pleaded the Fifth Amendment - the right to withhold potentially self-incriminating evidence.

In an interview with ABC earlier this year he insisted no money was lost by customers dealing with his financial services companies.

"If it was a Ponzi scheme, why are they finding billions and billions of dollars all over the place?" he said at the time.

His latest online "public works" project is a Web site, public.resource.org, which will open up all Supreme Court opinions dating back to the 1700s and all U.S. appeals courts decisions dating back to 1950. The activist's efforts for the nonprofit group present a potential challenge to paid legal research services Thomson and LexisNexis.

Malamud's northern California-based group last week received full delivery of content from legal research company Fastcase, which agreed in November to sell the information with no strings attached. Malamud's group has spent the past several days reformatting the data to post on the Web site, an event that will occur sometime this week.

"We're about getting bulk data and making it available," free of charge, to the public, Malamud told the Law Tribune last week. "I want to see all federal case law downloadable in bulk."

He noted that there are no restrictions on the use of the information after it's downloaded and that it's up to individuals to create Web sites that utilize the information.

Any initiative that "makes case law available for free in new and different ways is something all librarians are in favor of," said Darcy Kirk, associate dean for library and technology and law professor at the University of Connecticut.

LOS ANGELES (AP) - Celebrity blogger Perez Hilton is entitled to nearly $85,000 to pay his legal costs in a defamation lawsuit brought by a friend of Lindsay Lohan.
Hilton, whose real name is Mario Lavandeira, also can receive an additional $2,000 if he requests it, Superior Court Judge Elihu M. Berle ruled Wednesday.

"Perez Hilton will take steps to make sure every dime is collected," said his lawyer, Bryan J. Freedman. "This should make one careful before filing a lawsuit against him."

Samantha Ronson, who sued Hilton last year, was a passenger in Lohan's car when it crashed into a tree in Beverly Hills in May. She sued Hilton for repeating on his Web site a report from another site stating that she planted cocaine that was found in Lohan's car.

The judge removed Hilton from the lawsuit last November after the blogger's attorneys argued he was protected by free speech rights. Ronson's attorney, David M. Bass, unsuccessfully argued that Hilton's lawyers' fees were excessive and that he should get no more than $13,400 to recover his legal costs.
Bass said Wednesday he was considering whether to take further legal action. "We would like an opportunity for the court to consider all the facts," he said.
